Beauty packaging is far more than just a container; it serves as the first checkpoint for brands expanding globally. With the EU Packaging and Packaging Waste Regulation (PPWR) officially entering into force in August, the global beauty packaging sector faces a major reshuffle. This impact is particularly pronounced for the foreign trade supply chain of cosmetic pencils, including eyebrow pencils, eyeliners and lip liners.

Compliance has become a rigid threshold. For complete packaging assemblies exported to the EU, Triman recycling logos and material identification codes must be properly marked. Strict controls are imposed on PFAS and heavy metal migration. The proportion of PCR recycled materials and recyclable structures must be supported by complete test reports. Non-compliant shipments risk customs detention. Meanwhile, the updated national standards for cosmetic safety in China have tightened controls over packaging extractables, raising testing requirements for screen printing and spray coatings. Multi-layer aluminum-plastic composite structures are gradually being restricted.

Clear trends have emerged for materials and construction: mono-material designs and refillable inner cartridges are becoming mainstream. Snap-fit assembly replaces adhesive bonding for easy disassembly and recycling. rPET and recycled PP are widely adopted for pen barrels and bottles. Surface finishes lean toward eco-friendly solutions. Laser engraving and embossing are replacing large-area ink printing. Matte soft-touch textures, quiet luxury minimalism and muted macaron color palettes remain popular, while complex multi-layer coatings and excessive hot stamping are on the decline.

Market demands are also evolving. Cross-border emerging brands generate more flexible small-batch orders, elevating the importance of rapid prototyping with existing molds and fast tooling development. In addition, rising raw material prices lead to fluctuating quotations from packaging manufacturers during peak seasons. Price locking and stock preparation are recommended for long-term orders. Notably, regulators are cracking down on greenwashing. Environmental claims must be backed by third-party certifications; terms such as biodegradable or recyclable cannot be used arbitrarily.

For cosmetic packaging suppliers, only those delivering precise mold production, full-process in-house control under dust-free conditions, and complete compliance documentation can gain a firm foothold in overseas markets.
